Ok so:
1. Warchiefs lobby successfully starts WoL from "Steam\steamapps\common\Age Of Empires 3\bin\wol\age3y.exe".
2. The WoL lobby still asks for "\bin\bin\".
Uhm, how do I check that? If I play a game and one player wins, it's tracked outside the game automatically? Is this what those dlls are for?
I have 2 PCs so I can do that. Oh. I need a second Voobly account.
Yeah, just make sure to select a ladder in the game room settings and see, whether multiplayer works without any problems. Whether the host can launch, whether the play can join etc.
While I'm testing things, just so you know, this never worked:

I tried it before with Asian Dynasties and now as well, setting it to 1v1 Treaty or TG Treaty doesn't actually set it to treaty ingame. It still starts a Supremacy (default) lobby.
To start it as a treaty, the automatic clicking would need to do two more clicks (in Game Rules) to select it before creating the ingame lobby:

It's probably also why barely anyone appears on the Treaty leaderboard. Dunno if people reported this as broken before; probably.
(ignore the "not supported" text, that's from WoL. they're quirky like that)

Sorry for the delay but something really weird is happening with the game on one of my PCs. Voobly doesn't auto click through the menu when the game is started. I looked around and saw that the voobly files, the dll, the configs, were not copied in the game folder. Any idea why? How can I trigger them to reinstall?
It works fine with Asian Dynasties but not with the WoL folder. So weird. I tried copying them from the Asian Dynasties folder to the WoL folder and changing the paths in the config files but no luck.

We don't have the source code of the game, this step must be done manually. People choose the desired ladder and then play the correct game e. g. RM, DM, CS whatever.

Then copy all required into that folder and try again. Move back the binary from ./bin/wol/ to ./bin/
